PLOT

Stockard uses Viper technology to check that dangerous prisoners who have passed psych tests and are due for parole actually won't reoffend. The gear allows simulation of future scenarios and temptations inside the prisoner's mind. It wasn't available in the past when Culhane, the prisoner Stockard is there to test, almost killed his wife. Or similarly when a worse killer Grodin reoffended.

Stockard is actually in there to insert a false disk in the test, and ensure Culhane stays in prison forever.
