Doctor Who and the Claws Of Axos is a garden variety not very good third doctor and UNIT story where dumbarse human authority figures don't understand that alien invasion type thing = bad. Neither do your hidebound grunts or grunts in charge. If they would just get out of the way and let The Doctor do his thing, or UNIT assist him, then everything would be much more hunky dory - and a shorter serial, of course.
