A cross between the X-Files and Firestarter, with Ju-Jitsu.
A pair of cop partners are investigating a string of serial killings. They are odd, because the victim appears to have been brain fried in all cases. Also, they are wanted nasty criminals, or other unsavory types. So, really the cops don't have the greatest interest in catching the killer because he is doing some of their job for them.
In a slightly near future setting the prisons are overcrowded, so even dangerous first time offenders get released regularly.
It gets stranger from there, as the pair draw the attention of your good old black book secret government agency and Spider's unknown past begins to be revealed. This draws in her lover, now the district attornery, her partner's wife and more as the violence against them escalates into something much strange than a string of serial killings.
Another good book in this collection.
