The Fairy Chessmen - Henry Kuttner and C. L. Moore

A war between Europe and American isn't getting very far, so some very lateral thinking happens.

What if you could change the laws of reality? Have people with ETP as opposed to ESP.

This interesting bit, for comics fans, and a few after it :-

"Hard radiations. Genes getting knocked around—mutation. But a very queer kind of mutation. The only kind possible. It was a sort of biological meeting of two utterly unlike species. Mental. Genus homo and genus—X!"

The chess or fairy chess analogy is used because fairy chess is a variant where the rules and pieces change.

Like the ability in this war to have a missile just suddenly go through a shield for no reason.

So, time travelling super powered mutants as a way to maybe win or stop war. Rather stressful.
