Night Shadows - Joan C. Kessler

Stories of the Uncanny, this is partially subtitled, which is presumably not quote horror and not quite ghost stories, which is pointed out somewhat on the back, but 'start, sheer terror' is, as well. I didn't find that the case at all, for most of them, in fact, one almost made me laugh. Crumpled sheet face, not so scary.
